Job Description:

L3Harris is seeking a Capture Program Manager to be customer facing for the business, understand mission needs, and work with a high performing team of engineers and mission experts to build, integrate, and field mission solutions for the national security community. The successful candidate will work effectively with the Strategy & Business Development (S&BD) leadership, program management, technical, and functional entities to coach capture teams in the pursuit, shaping, bidding and winning of new business opportunities, as well as serving as the capture subject matter expert. This role develops and/or manages positive ongoing relationships between the organization and customers in strategic markets by cultivating relationships with key individuals at government agencies/target companies. The candidate will have proven experience in capture program management to include understanding of program execution, customer missions, customer funding cycle, and financial performance. The program manager will also execute programs won as the portfolio lead.

Essential Functions:

• Lead/engage the Capture Team (Business Development, Program Management, Engineering, others) from Gate 1 through order booking• Work effectively with senior business development and program (P&L) leadership as well as program, technical, and other functional entities• Drive Capture Plan development and execution oversight• Cultivate team understanding of the customer’s mission, strategy, unmet needs, problems, hot buttons, most important requirements, biases, barriers, etc.• Drive the collection and assessment of detailed competitive information from multiple sources, including Business Development, Engineering, Suppliers, Partners, Industry Peers, and others with opportunities to collect insights• Demonstrate ability to influence the organization toward winning strategies, inspiring trust and establishing credibility, both with team and leadership• Lead proposal team, overseeing volume leads (Management, Technical, Cost, etc), overseeing all aspects of proposal development (writing, editing, illustration, production efforts, etc.) from assignment and receipt of RFP, through delivery and receipt by the customer• Prepare and oversee execution of detailed proposal plans, schedule outline and compliance matrix for assigned pursuits• Coordinate and lead major events such as Kick-off, Presentation Strategy, and Color Team reviews, etc.• Demonstrate decisive leadership in driving presentation strategy action plan to closure, transitioning win themes to proposal themes, via storyboarding, leading workshops, etc. highlighting discriminators• Recommend strategies and approaches for differentiation based on market and mission understanding, business deal, potential teaming, etc.• Follow and leverage the L3Harris Business Acquisition Process and associated tools and methods• Responsible for managing and driving key performance indicators of cost, schedule, and technical performance requirements of complex technical programs through the life-cycle phases of development, implementation, and operations to meet and exceed revenue and profit objectives• Flexibility to travel as needed at a minimum of 30%

Qualifications:

• Active Top Secret/SCI with ability to get Poly• 5+ years of experience in Intelligence Community• Ability to Travel – up to 30%• Must have a minimum of 7 years of experience in shaping a strategy that has led to successful program wins• Must have a minimum of 7 years of prior experience managing programs with DoD or Intelligence Community Organization• Bachelor’s Degree and a minimum of 12 years of prior business development, capture management, proposal, or program management experience; Or, Graduate Degree and a minimum of 10 years of prior related experience; Or, in lieu of a degree, minimum of 16 years of prior related experience

Preferred Additional Skills:

• Proven ability to lead indirect, cross-functional teams, resolve conflict• Disciplined, self-starting professional who can bring projects to closure with minimal direction, guidance and oversight• Demonstrated ability in competitive analysis, customer analysis, win strategy development, proposal and color team leadership and price-to win analysis• Estimate and manage pursuit and bid budgets effectively
